Your Excellency:-
In continuance of my letter dated 24th of March, I have the honour to inform Your Excellency that the German Mail Steamer 'Manila', arriving here yesterday brought another lot of Indians, amounting to 203.
There is no doubt that the people have been induced by unscrupulous agents in Hongkong to undertake the voyage. Up to the present date, 18 men of the former lot have found employment but the rest will return to Hongkong by the Steamer arriving here from Sydney in a week's time. The German Lloyd that brought the people here has to return them to Hongkong free of charge.
